The Atlantic Coast Conference acknowledged yesterday that the Duke football program violated league policy last week by providing Rutgers - the Terps' opponent this past Saturday - with film of Maryland's Sept. 22 game against Wake Forest.
Maryland lodged an oral complaint with the league Sunday, though Duke is unlikely to face punishment.
A member of Duke's video staff - unbeknown to Duke coach Ted Roof - owed a "favor" to a member of the Rutgers staff and provided the film, according to a source in the Maryland athletic department. The ACC confirmed that, in doing so, the staff member violated the league's video-exchange policy, which requires conference schools to notify other ACC schools when a nonconference program asks for game film.
"There's really no hard and fast punishment for it," said Mike Finn, the ACC's associate commissioner for media relations.
Duke spokesman Art Chase said Blue Devils athletic department officials declined to comment and will allow the ACC to handle the incident.

So Rutgers cheats and still loses.
Success for Rutgers is coming at a steep price with all the many things they've done on the wrong side of things IMO. Leaving starters in to run up the score on Buffalo, Navy and Norfolk St., yelling profanities and other derogatory remarks at Navy and now getting tape of a team as a "favor".
