The Bucs MIGHT keep all four quarterbacks they currently have.
Which makes Jon Gruden smile somewhere...anyways...
Not the worst idea in the world, gives them some leverage as to where McCown goes if a quarterback or three go down early in the season and someone needs a backup quick.

In The Lost World, Jurassic Park, Jeff Goldblum's character says that "Taking dinosaurs off this island is the worst idea in the long, sad history of bad ideas."
He's obviously never heard of a team keeping all four quarterbacks.

As many quarterbacks go down every year in this league, I'm not so sure about that.
Look at it this way, Leftwich is your starter, McCown can win you some games or at least keep you competitive if he goes down plus keep Freeman off the field for the moment. Freeman's obviously your 2010 guy, and Josh Johnson, well, if you see him as your long term backup, why not keep him around?

Can they not send Josh Johnson to the practice squad, to at least free up a spot on the 53 man roster to attend to a position that might need it?

They could theoretically, but they risk losing him at that point.

They probably feel there is no chance Johnson would clear waivers in order to make the practice squad.

Yeah, uh, Tom Brandstater is the starter in Denver right now. I think there are some teams carefully watching wavers and practice squads for, you know, anything.

Exactly.
Kevin O'Connell got four waiver claims, and he's played like I would this preseason, not very good at all.
