PFT reporting they may consider it. My question: should they? And would it be worth a high pick for what could be a one year rental (barring a franchise tag)?

Who says it has to be a one year rental for him? Give up a 1st and a lower draft pick, and re-sign him.

It'll be just as expensive to sign that first rounder that they could lose

I agree with the first-rounder for next year. Who knows who will be there and you are getting a PROVEN receiver, not betting on one.
